Earthquake Prediction Research Center (EPRC: Minato-ku, Tokyo, Center Director: Shigeyoshi, Yagishita) will hold an admission free symposium on “Improving Regional Disaster Management”, under the auspices of the Fire Chiefs’ Association of Japan and the Japan Municipal Training and Research Foundation, in Kobe (March 8th), Tokyo (March 9th) and Kochi (March 14th).

In the midst of fears about the Nankai Trough Earthquake and the inland earthquake expected to occur in the Tokyo metropolitan area, we will introduce the latest “Earthquake Prediction Research”, earthquake countermeasures, and new approaches of the fire company and establishment of disaster management mechanisms based on private organizations, who will be the key to regional disaster management.

For symposium visitors, we will deliver our “Earthquake Predictions Report”, which we deliver every Monday to contract firms and local governments, free of charge for 3 months. The entire amount of the fee from the social gathering will be donated to the victims of the “2016 Kumamoto Earthquake”.

■About the Symposium

Many experts from various fields, who scientifically analyze the anomaly observed prior to earthquake occurrence will gather.

There will be presentations of the latest research contents from various researchers who specializes in capturing the prior indications of earthquakes. “Professor Mitsuaki Ohta, from Tokyo University of Agriculture” has analyzed the abnormal behavior of animals. “Kaoru Morikawa, former Mayor of Settsu”, has analyzed the groundwater level for 22 years. “Earthquake academic Fujio Nakamura” has been studying to capture the prior indications of the Great Nankai Trough Earthquake through tidal observations. “Masayoshi Yagishita, from the Earthquake Prediction Research Center” analyzes “global crustal movements” using data from synthetic aperture radar satellite, with measurements down to 5 mm units. Also, Prior indications of the Great East Japan Earthquake, Kumamoto Earthquake, and Central Tottori Earthquake will be presented.

Furthermore, if the community or company cannot use the earthquake predictions properly, there will be “no meaning”. We will have the “fire company and establishment of disaster management mechanisms based on private organizations, who will be the key to regional disaster management”, and the people who use the “internet, TV, SNS” consider how to effectively use the information of earthquake prediction.

■Using the earthquake prediction research, which has advanced dramatically in the recent years, in the field

22 years since the Great Hanshin Awaji Earthquake, 6 years since the Great East Japan Earthquake. In 2016, like the Kumamoto Earthquake, Tottori Earthquake and the Offshore Fukushima Earthquake, earthquakes occurred 3.5 times more than 2015. Presently, a major earthquake could occur “anytime, anywhere” in Japan.

Earthquake prediction research has achieved greatly but even if we capture the prior indications of a major earthquake, if the communities, companies and local government cannot use it effectively, there will be no meaning.

Prior to the Great East Japan Earthquake, the Geospatial Information Authority of Japan had announced that large crustal movements different from normal were observed. If the people were informed in advance about this, maybe 10 or 20 percent of the 20,000 dead or injured could have been saved.

For that cause, the latest “earthquake prediction research” and “disaster reduction countermeasures”, approaches of the “self-disaster management and fire companies”, which will play an important role before the full activation of the Fire Department, Police and Self-Defense Force, will be presented at this symposium.
